“Set up a personal access token” section is for creating a pull request to ROSDistro repo with the help of bloom-release in the end.

If you encounter Permission denied (public key) issue, please make sure / create a SSH key pair, and add it as a new SSH key to your personal GitHub account, which has access right to the repo GitHub - lp-research/openzen_sensor-release: Release repository for the ROS OpenZen driver.
